Dmitry Peskov, a Kremlin spokesman, said Moscow remains open to negotiations. He also said that Russian progress on the battlefield is reducing Ukrainian President Volodymyr Zelenskyy's ability to make decisions, and that Kyiv must now make a 'responsible decision'.
